Rights groups say the new charter strengthens the military. Muslim Brotherhood supporters accuse the military-backed government of having anti-democratic tendencies. They say the proposed amendments are contrary to the goals of the 2011 revolution that ended decades of dictatorship.

Our Beirut correspondent Ali Rizk sees the latest incidents as part of a larger picture. He says Saudi Arabia is losing its sphere of influence compared to regional players, and is therefore trying to regain its power by resorting to violence by proxy.

During the meeting, Ayatollah Khamenei laid emphasis on the importance of cooperation between the two neighbors. He said the two countries should take strides in expanding political, economic and scientific ties, arguing that there are no obstacles to this end. Ayatollah Khamenei praised the performance of the Iraqi government, but said Baghdad needs to do more to improve the welfare of Iraqis. Premier Maliki earlier held talks with President Rouhani during which both sides discussed Syria as well as bilateral ties. The top Iraqi official also held separate talks with Foreign Minister Mohammad Javad Zarif to discuss similar topics. Iran and Iraq have enjoyed growing ties ever since the overthrow of the former Iraqi dictator, Saddam Hussein in 2003.

During the last UN General Assembly meetings, the Iranian president laid down his proposals on nuclear disarmament, which were welcomed by many countries. An urgent formation of a convention on the non-proliferation of nuclear weapons; holding a high-level international conference on nuclear disarmament no later than 20-18; and declaring September 26 as the International Day for the total elimination of nukes were among Rouhani\'s suggestions in that draft.

Under the new law, illegal migrants face up to a year in detention. The law also gives Israeli authorities the right to send illegal immigrants living in Israeli cities to complexes called open facilities-- until they are deported or voluntarily go back to their homeland. The first such facilities is due to start operating this week in the Negev Desert in southern Israel. Migrants kept there will have no right to work. Critics of the new law have described such open facilities as prisons. They predict the new law- like the previous one- will be challenged in the Supreme Court. More than 50-thousand African immigrants currently work in low-paying jobs in Israel.
